The drills help to get the dribbler used to being very low while dribbling. Just as a tackler wants to be lower than the ball carrier in football, a basketball player needs to be low to blow by a defender. In addition to the form dribbling drills shown in the linked video, touching the ground while practicing driving to the basket off the dribble and out of the triple threat position is a great way to make sure the dribbler's first step is as quick and explosive as possible.
I often tell my players to "try to slip" when practicing making moves to the basket. If they push themselves to be lower and more explosive than their comfort zone may suggest, they will get better with each repetition. After enough repetitions, they will be different, and better, players.
